District Staff

One of the benefits of a local utility district is the opportunity for close communication between its elected commissioners and the people they represent - customers like you! Voters within the District elect three commissioners who each serve a six-year term. If an elected position is vacated, an appointment is made to fill the vacancy until the next election. Collectively, as a "Board", the commissioners exercise policy and decision-making authority for all aspects of water delivery within the District. While the Board provides direction, a professional staff carries out the District's day-to-day operations and management functions. The Board meets regularly on the first and third Tuesday of each month at 4:45pm. All meetings are open to the public.

President

Byron has served on the Board since 1998, and has held positions as President, Vice-President, and Secretary. Byron retired after 25 years of working as an actuarial consultant specializing in retirement, health insurance and economic risk and analysis, the last 15 years while owning his own business. Before his retirement, his actuarial certifications included: Fellow, Society of Actuaries; Member, American Academy of Actuaries; and Enrolled Actuary under ERISA. He also holds a Juris Doctor degree from the University of Illinois College of Law. His accomplishments while a Commissioner include implementing budgeting and cost/revenue forecasting; managing almost 50% growth in customers while keeping rates low through expense management; significant improvements in infrastructure; greatly enhanced emergency preparedness; and increased management professionalism. Byron, who has lived in the District since 1993, holds the office of President for the 2011 calendar year.

Vice President

Sam is our newest Commissioner, replacing Norm Green who retired in 2008. Sam was affirmed at the July 23, 2008 meeting of the Board of Commissioners. He has lived in the District for over 20 years. Mr. Amira has worked for the Boeing Company since 1974 as a Property Accountant Specialist. He retired in January 2008 as a Master Sergeant in the Army Reserves after 37 years. Mr. Amira is an active member of National Property Management Association since 1991, currently servicing as President. His Asset Management experience, Cost Accounting and Capital budget tracking related to new capital projects and improvements to existing facilities will be very helpful to the District. Sam holds the office of Vice-President for the 2011 calendar year.

Secretary

Dick has served in Position No. 2 since July, 2005. Dick has lived in the District for the past 25 years. He is retired from Boeing, after serving for many years in a variety of engineering and business management positions. He holds a bachelor’s degree in mechanical engineering and a master’s degree in business administration. Dick holds the office of Secretary for the 2011 calendar year.

District Manager

Tom has worked for King County Water District 90 since May of 2000. As the District Manager, Tom oversees all of the day to day operations of the District. Tom has a degree from Marylhurst College in Business & Management and holds a Water Distribution Manager 4 certification from the State of Washington. Tom is currently completing his certification in Emergency Management from the Emergency Management Institute of the Department of Homeland Security/ FEMA and has been working in the water field for 34 years. "This is the best profession I could have chosen for my life because it has allows me to use my technical skills and work with people at the same time."

In his spare time, Tom enjoys camping, gardening, golf, reading, traveling and spending time with his wife CeCe. Tom and CeCe have two children, Heidi and Tobin and four (4) grandchildren with one on the way. Tom and CeCe spend a lot of time in California and Mexico to see their children and grandchildren.

Superintendent

Josh started his career at King County Water District 90 in 2000. Josh started at the District as a meter reader, but through his hard work and dedication to the District he quickly rose to field foreman and in 2011 Josh replaced Lester Piele after he retired, as Superintendent. Josh is a second generation water worker. He genuinely cares about the District, the customers, the quality of our water and the drinking water industry in general.

Accounting/Office Manager

Darcey has worked for King County Water District 90 since May of 2001. As the Accounting/Office Manager Darcey oversees all of the accounting functions as well as the day to day operations of the office. Darcey has a degree from Western Washington University in Business Administration/Accounting. Working at the Water District has been a wonderful adventure and learning experience. Darcey is very proud to be a part of the Water District 90 team.

When she is not at work Darcey likes scrapbooking, hiking and spending time with her husband, step-daughter and her 20+ nieces and nephews.

Accounts Payable / Payroll

Jenny celebrated 10 years at King County Water District 90 in 2010. Jenny started at the District in Customer Service and was quickly promoted to a Accounting Clerk 2. In that position Jenny handles Accounts Payable, Payroll/HR and monthly billing. Jenny is a hard worker and will happily tackle any challenge presented to her.

Jenny has two wonderful children; Andrew and Carmen, who keep her very busy. Jenny loves spending time with her friends and family, playing bingo and traveling.

Accounts Receivable / Cust Service

Dona Linton has been with King County Water District 90 since 2004. Dona handles our Accounts Receivable and Customer Service. If you have called with questions on your bill - you have probably talked to Dona.

Dona is married and has two sons & a daughter;  Donavon, Quincy and Charise. She enjoys spending time with her family and friends and especially attending her childrens' sporting games!

Field Foreman

John Brittenham started at King County Water District 90 in February of 2006. Since that time, John has quickly been promoted through the ranks, first from a Meter Reader, to a Field Tech 1, to a Field Tech 2, and finally to our Field Foreman in August of 2011.  John is our man for working on anything with a motor!

When John is not working he enjoys nearly anything outdoors; camping, hiking, bonfires with friends, four wheeling and exploring new places.

Field Tech 1

Gary Brown has been working at King County Water District 90 since 2006. Gary started as a meter reader and was quickly promoted to a Field Tech 1 in 2008. Gary finds his job at the District very rewarding. He is always willing to do anything you ask of him.

Gary spends his free time with his two beautiful  daughter; Alisha and Emily. He enjoys exercising, working on cars, and spending time with friends and family.

Jeremy Rex started as a Meter Reader in November of 2007. In January of 2010, Jeremy was promoted to a Field Tech 1.

Jeremy dreams about finding the perfect water worker job in Hawaii, but until then we are glad to have Jeremy working for us in rainy Washington.

Jeremy enjoys his time away from work hanging out with his lovely girlfriend and many friends.

Field Tech 1

Robert has been a water worker since 2008. He has learned a lot in the time since. Before KCWD90 Robert worked in the automotive industry. It was a big jump to something so different but Robert has really enjoyed it so far.  Robert excels at Customer Service and we have recieved lots of positive feedback from customers who interact with Robert in the field.

When Robert is not working at Water District 90 he likes to hunt, fish and ride dirt bikes. Robert was married during the summer of 2010 and had is first child in the summer of 2011. Congratulations Robert!

Meter Reader

John Taylor or JT as he is known to us at KCWD90 was hired in April of 2011.  JT came to us from the locating industry which has been a huge benefit to the Distirct. JT is a hard worker and we feel very fortunate to have him as part of our team.

JT is married and has three children, his second child was born just days after he started at KCWD90.

In his spare time JT likes to make up knicknames for the rest of the staff and really likes to be called "BILLY-BOB"

Mr. Anderson, as he is known to District staff, was first a summer helper at KCWD90. This means he was in charge of all facilty maintenance. Brett did such a great job at this job he was hired full time as of August 1st, 2011.

Brett is married with a small child at home.
